小郁竹艺源起何时？一直没有定论。有文字记载的历史始于明初，清代益阳是驰名江南的“竹器之城”，茅竹湖的水竹凉席、贺家桥的小郁竹器、三里桥的竹骨纸伞被誉为“竹城三绝”。
益阳小郁竹艺是一种采用直径5厘米以下的刚（麻）竹为骨架、毛竹为部件加工成各种器具的汉族民间传统手工制作工艺。其造型美观，做工精细，是湖南优良的汉族传统工艺品。2006年被列入了湖南省首批非物质文化遗产保护名录。2012年入选第三批国家级非物质文化遗产保护名录。危禄绵，是益阳小郁竹艺项目传承负责人。
危禄绵说自己作为小郁竹艺的传承负责人既是命中注定，又是命运捉弄。
益阳市，素有“竹乡”美誉。危禄绵作为“竹乡”人，家住竹艺厂附近，得闲时常常去竹艺厂玩耍，跟小郁竹艺师傅学着用竹子做机枪，由于材质、风格另类，惹得小朋友们羡慕不已，他也从此喜欢上了小郁竹艺。
上世纪90年代初，竹艺厂垮了，看到竹艺厂如过眼云烟说散就散，危禄绵觉得非常可惜，激起他要实现儿时梦想的想法。于是，28岁的他从当时效益不错的灯泡厂辞职，半道出家，请出20多位已退休的小郁竹艺和民间竹艺老艺人，拜师学艺，并办起了益阳市传统竹艺厂，他的举动得到家人和朋友的激烈反对，认为这是“篾匠”活是养不活人的。但他没有就此退缩。梦想也是一种魅力，他没有家学渊源，纯粹为了儿时梦想，就这样走进了竹的世界，与竹结下了不解之缘。
